phasing out credit offer

It is inconceivable that bailout of any single institution will require more than 100 billion dollars. The biggest payments so far have gone to bailout Fannie and Freddie which are trillion dollar institutions. Even for AIG they got 80% stake in the company for 85 billion dollars.

So where is there a proposal that gives out 100 billion dollars in 7 phases, each one based on the evaluation of how the previous bailouts were made. This should be the sigular best form of oversight to protect tax payer dollars.

If the first bailout goes well with the public and meets all the conditions for oversight and insurance for tax payer dollars then the second 100 billion dollars can be released to continue the bailout effors.
